If you are asked for a password when removing Trend Micro PC-Cillin, open regedit, browse to HKEY_LOCAL_MACHINE\Software\Trend Micro\PC-Cillin and either rename or remove the System sub-key. Then try the uninstaller again. It's just that stupideasy!
This doesn't work if you are already in the uninstaller being asked for the password and then remove you the key, so remove the key before starting the uninstall process.
Midas reports:
You can also use pcctool.exe for 2007 and older or tissprt.exe (or similar name) for 2008.
which will remove Trend Micro PC-Cillin without a password. You can find it in the installation directory.

the force uninstall feature requires no password but of course requires admin priveleges
usually is found in the install directory
Excellent! Thanks for the tip!
Related note: I've run into Norton/Symantec uninstall processes that ask for a password to proceed. Tried 'symantec' and it worked :-)
When the default password "symantec" isn't working or you have the Symantec Corporate AntiVirus Edition set the value useVPuninstallpassword from 1 to 0 found in:
HKLM\SOFTWARE\INTEL\LANDesk\VirusProtect6\CurrentVersion\Administrator Only\Security\
This made me succesfully uninstall the crapware without beeing asked for a password on the work laptop of my wife.
Kudos to "churdoo" (IT Consultant from New London, Connecticut) who posted this over @ TechRepublic.com
Thanks …
Great to learn there are tools to remove pc-cillin software. I have used tools to remove mcafee before but did not know there were others available.
The symantec tip is especially useful.
Thanks

Manually Uninstall Trend Micro Internet Security Pro and Trend Micro Internet Security 2008 with TISSuprt.exe
Close the main console for Trend Micro Internet Security if it’s opened.
Open Windows Explorer and navigate to the following folder:
C:\Program Files\Trend Micro\Internet Security\
Note that change the drive letter if Trend Micro is installed at another partition accordingly.
Double-click to run the TISSuprt.exe file, which has a red and white lifesaver icon.
The Trend Micro Diagnostic Toolkit window will appear. Click on the Uninstall tab.
Click on the Uninstall button.
Click on the UnInstall button again when asked if you want to continue with the uninstallation.
Note: If a message appears asking you to delete quarantined files, click Yes to proceed with the uninstallation.
A message appears when the uninstallation is complete. Click Yes to restart your computer.

I wanted to uninstall Trend Micro from a laptop which nobody had the password for, I successfully uninstalled Trend with the help from Dan LaMoreaux posted instruction on May 20th, 2008 12:58 PM.
Thanks Dan!
I had this problem recently. Our offsite guy who installed it would not tell me the password (I figure it must be something really nutty) even though he does not work for us and does not own our computers. The laptop would not start except in safe mode w/o networking. I had tried many suggestions that I found, but for whatever reason, none of them worked. I downloaded a thing called the revo uninstaller from download.com. The revo uninstaller does not care about passwords and wiped out every little bit of TM.
Man – I doen't know how to say "THANK YOU" !
